Config_split_ignore is not compatible with config_ignore 3

Problem/Motivation

config_ignore no longer has 2.x branch supported. config_split_ignore does not work with 3.x of config_ignore and is not in a working state.

Steps to reproduce

Update to drupal 10.2
Update config_ignore to 3.x
Attempt to run `drush cim` or `drush cex`

Proposed resolution

Update config_split_ignore to use advanced version of config_ignore
