A client would like to have local tasks (if any) for each node to be at the top of the page. They pass these links to their partners and when the partners pass the links back, it is a workflow improvement to be able to edit the page directly from that link.
As a user with edit privileges, go to a preview link, there are no local task tabs.

Thanks for reporting this, and for providing a patch.
This seems more like a bug report than a feature request.
Also, when you add a patch the appropriate status is "needs review"; the "patch (to be ported)" status is for a patch exists for one branch but it needs to be ported to another branch.
