Enforce tokens "key" and "url" availability to module

The module should automatically redirect to "/config/active-campaign/active-campaign-settings" if the API keys are not provided. To connect with the ActiveCampaign platform, the module requires two essential pieces of information:

1. URL
2. Token Key

Before any actions take place with the module, these two values must be available. If the API keys are missing, an automatic redirection to the "/config/active-campaign/active-campaign-settings" form should occur to set these necessary values.
