If I am logged in as the Site Administrator, I can see content awaiting moderation in the Moderated Content tab. If I log in as a group admin and view that same page, I don't see the same content listed. We are using Drupal 10 core's Workflows and Content Moderation modules, along with Scheduler. Our Editorial workflow has four states: Draft, Needs Review, Published, and Archived.
Install Workflows, Content Moderation, Group Content Moderation modules. Add Needs Review state to the default workflow.
Grant all Content Moderation state permissions to the Authenticated user role. Group Admins should automatically have all Group Content Moderation permissions added by default.
Create group-related content in Draft and Needs Review states.
Log in as Site Admin, and you can see these nodes listed in the /group/{gid}/moderated tab.
Log in as a Group Admin with permissions for that same group, and the same nodes will not appear.

I think this may be a duplicate of https://www.drupal.org/project/gcontent_moderation/issues/3471105 🐛 Moderated Content view does not show the correct data for roles other than the group creator Active . Give the patch there a shot to see if it fixes your issue.
