Publish to default domain permission

Expected Behavior

When "Publish to default domain" is assigned, "Domain Access" field appears & allow to set default domain.
Combined with "Publish content to any assigned domain" will allow to publish as before besides default domain (even if default is not assigned).
With "Publish to any domain", has no behaviour changes as that will bypass other both.

Actual Behavior

No option to do this.
