Add option to ovewrite fences presets in the formatter settings (preset by reference)

Problem/Motivation

This is a follow-up issue to ✨ Allow to define presets for typical configurations (fences_presets submodule) Active . Additionally, to having a global page for creating fences presets, we should additionally support the option to pass them by reference. Meaning, if we are using a fences preset inside a field's formatter settings, edit the fences settings and save, the global preset should be overwritten with the edited settings.

Steps to reproduce

Proposed resolution

  • Create a checkbox to enable "preset syncing" on the fences field formatters settings.
  • If enabled, the currently selected preset should be synced with the global preset config entity.

    @Anybody said in an internal conversation, that he would like this feature to be separated in its own submodule, instead of putting the feature inside "fences_presets". I don't think this is necessary, if the "sync" checkbox is disabled by default (opted out of syncing / config entity not passed by reference).

    Of course, if there are valid reasons for having another submodule, he can definitely convince me otherwise! ;)
