Provide drush vuejs:download vue & petitevue command like in 2.x

Problem/Motivation

The 2.x version had commands available to download the vue libraries:

drush vuejs:download vue
drush vuejs:download vue-router
drush vuejs:download vue-resource

Steps to reproduce

Try using this module with a local vue or petitevue library.

Proposed resolution

Re-add a drush command for:

drush vuejs:download vue
drush vuejs:download petitevue

Additionally document how to download the libraries using asset-packagist (bower-asset / npm-asset) and which security downsides this has.

    Best would be to be able to select the vue version: 3 (default) or 2 (deprecated), but only if it's easy and quickly to implement.

    I'd say we leave it open and set it to minor, it could speed up the manual download option, if anyone needs it. I mean, we have a lot of installation options now, but since I removed the npm/bower-asset approach the drush command could still fit IMO.
