Make headers totally modular, theme-agnostic

Trying to create a totally modular, theme-agnostic header which is more personally layouted than the native Olivero header, I did this:

Firstly:

  • Removing Site Branding block, from Header region.
  • Removing Primary Menu block and Search Form (narrow) block, from Primary Menu region.
  • Removing Search Form (wide) block, from Secondary Menu region.

Secondly:

  • Creating a new region named "New Header" just below the three aforementioned regions.
  • Creating a Layout Builder block in with one section containing the Site Branding block 50% and a phone number 50%, and under it, a section containing the Primary menu block, and under it, a section containing a Search form block.
  • Placing the new Layout Builder block in the new region named "New Header".

My Problem

My problem is that my attempt to create a theme-agnostic header went nice until the new primary menu appeared vertical instead of Horizontal in desktop displays.

If only theme-agnostic menus in Drupal would have had some , all of us could create customized headers with , all layouted by Layout Builder and/or some other layout builder like Mercury Editor β†’ .

My Request

I am not a PHP programmer or a Twig themer so I don't know how to apply theme-agnostic desktop-display horizontal-menu styling to Drupal theme-agnostic vertical menus but please share your way of doing that or your alternative approach to that.
