Allow setting default Tabledrag method for form fields

Problem/Motivation

Sometimes, you want to use Weight and not Tabledrag to reorder a multi-value field. For example, if there's a bug, 🐛 Display duplicate editors when dragging and dropping editors in the paragraph field Active .

Steps to reproduce

Set a field to "Allowed number of values" to "Unlimited", and for some reason, prefer to not allow users to use the default Tabledrag feature for ordering them.

Proposed resolution

Allow setting the default ordering method to be either of these on the form display (/admin/structure/types/manage/article/form-display):

• Tabledrag
• Weights

It looks like this is currently set on a per user basis, based on what the user last set it to be. But it would be nice to be able to define it globally, for all users, and maybe even disable one or both of them.
