Problem/Motivation

Config field 'logger deduplication' not getting saved in settings form.

Steps to reproduce

1. Fresh install opentelemetry module
2. Goto config form /admin/config/development/opentelemetry
3. Check 'logger deduplication' field
4. Click on 'save' button
