Call parent constructor in OecdPublisherQueueWorker::__construct()

Problem/Motivation

In Drupal 10.1, when cron runs, this message will be logged:

Warning: Trying to access array offset on value of type null in Drupal\Core\Cron->processQueue() (line 264 of /var/www/html/dv15.openplus.ca/html/core/lib/Drupal/Core/Cron.php).

Proposed resolution

OecdPublisherQueueWorker::__construct() needs to call its parent class constructor.
