Problem/Motivation

Steps to reproduce

  1. Go to /admin/appearance/settings/gin
  2. Click the "New Drupal Navigation" value for Navigation (Drupal Toolbar)
  3. Click to Save
  4. If I export config, the value of classic_toolbar is new.
  5. The "Sidebar, Vertical Toolbar (Default)" is selected instead of the experimental option

Also, I don't see any difference in the UI between the new experimental option and the default.
