Allwo altering _gin_toolbar_gin_is_active

Looks like having this hook is not enough to solve domain issues, as many of the hooks in the code are missing _gin_toolbar_gin_is_active check

Liam Morland → made their first commit to this issue’s fork.

I've rebased the MR and added the test whether gin toolbar is active to more places that came in from the latest dev release changes.

As this check is now called pretty often, I've also optimized that method for performance.

Please have a look again and set to RTBC if appropriate.
