Layout Builder "blocks" shouldn't be blocks, but something unique

I am not a PHP programmer so it won't be very accurate but I'll try my best.

I opine that Layout Builder "blocks" shouldn't be blocks from the regular block system, but something unique, just like WordPress-Elementor blocks are unique.
Them being blocks from the regular block system causes "block overload" in the regular block library and that's a possible point for confusions in large website maintanence.
