I think all the links should point to the top level guide for the module. That will allow others to add another documentation in the guide and for it to be visible to the user. However, I think I should double check the links for all the modules in core and see where they go so this can at least be consistent.

Reviewing the spreadsheet appears the ones marked 7 have been fixed. Most appear to have been fixed already specifically ones that have docs/7. So would recommend updating spreadsheet or maybe adding a column for ticket where the link is being fixed or was fixed in. But that would be tedious also.

This is important, icky, work. V Nice to see improvements here. It's odd to see /8/ being added to some urls and removed from others but I checked and this is the best we can do now. This MR makes things better - it would be create to have a better way to manage URLs from code to drupal.org; but we don't have that so doing this is best we can do.
