Keep fallback string when clear option is false

Am I seeing it wrong (Or the implementation I did ended up being resolved with) or I think it was resolved by https://www.drupal.org/project/token_or/issues/3519448 🐛 token_or module fails without explicit 'clear' option in token service replacement Active ?
