README.md file missing

I reviewed your changes and it doesn't follow the README.md template. The "Project name and introduction" section is missing a link to the project page and issue queue and your changes is missing a "Configuration" section which is required in the README.md template.

1. Table of contents section is missing.
2. There is only one maintainer given in maintainer section, and bulleted list is denoted by hyphen (-). Remove hyphen.

As per README.md template "TOCs are optional but appreciated for lengthy README files." and hyphen is used even there is only one maintainer. I'll add the TOC.
