add an API for STATE_KEY_BUILDING

Problem/Motivation

There are lots of places that check state for STATE_KEY_BUILDING, and 📌 Minor UI improvments RTBC adds another.

It would improve DX to have an API for this -- something like:

function staticBuildIsRunning(): bool;
