Minor UI improvments

I will have to expose the admin/config/tome/static/generate form to some advanced users.

Please find a patch which:

Use the Message API to display warnings
Change the plain text path to a clickable link in the warning message for js/css processing
Use the base_url from the request context as the fallback method in case StaticGeneratorInterface::STATE_KEY_URL is empty
