Create Quant release 7.x-1.4

This one issue can be release but there are is one other D7 issue that could be looked at first since there is code to work with:

Tested the dev branch on 7.97 including quant_cron, quant_file, quant_redirect and quant_sitemap and it appears to be working as expected.

There is some caching (?) issue with the preview sites but, when checking revisions, everything seems fine and changing to the previous release didn't change the behavior.

This is ready for release.
