Preserve existing ip bans when installing this module

Problem/Motivation

Follow up to Uninstall removes expired column, making all expired bans active again 🐛 Uninstall removes expired column, making all expired bans active again Fixed
When installing this module, existing IP bans will be marked as expired as the default for the expired column is 0.

Steps to reproduce

Ban an IP address, install this module, go to /admin/config/people/ban and see that the IP ban has expired.

Proposed resolution

During install, set the expired column to a time in the future.
If Add option to ban indefinitely (sort of) ✨ Add option to ban indefinitely (sort of) RTBC is going to be a feature, this could follow the same pattern on set it to 2038.
