Uninstall removes expired column, making all expired bans active again

I realized the opposite is also true.

Installing the module when you already have existing ban_ip records will invalidate them as the expires will be initialized to 0. Maybe those existing entries should be set to a far-future expires time instead?

Maybe just remove IPs with already expired bans?
