Quant purger last cache tags don't work

Problem/Motivation

If a cache tag is invalidated that is at the end of the purge_queuer_quant tags value, then it doesn't work because the query includes the semicolons that aren't there at the end.

Steps to reproduce

Proposed resolution

Add the final semicolon when inserting tags.
