Layout builder block list filter struggles when there are many blocks in the list

I've attempted to rewrite this JS so that the reading and writing are batched. This seems to improve browser performance.

Chrome Devtools performance

Attached is a patch for Drupal 10.1.x → AND 10.2.x → . There's some changes to the file between 10.1.x and 10.2.x. We're still on 10.1.x so I patched them both.

Same issue happening for me I think, but it is even way worse in Firefox at the point where the feature crashes the browser.

Meanwhile, all merge requests should also be created against 11.x first. (They get backported to the appropriate branches when they're committed.) So, updating the target branch.
