Run and correct PHPSTAN issues

Using the new testing infrastructure, remove SKIP_PHPSTAN: '1' and then fix reported issues.

For extra points, merge the test config into https://github.com/agentrickard/domain-ddev

Note that we already have some phpstan.neon files that may still be required.
