Our current position is that this feature is not used in modern web design but if we have a couple of examples of use cases for this feature we will consider including it in DXPR Theme.

Hi @samir_shukla, I've checked this problem on Drupal 9.5.x with the DXPR Theme.
After applying your patch, the issue was resolved – now the slogan is displaying on the homepage.
I am sharing a screenshot for reference.
We can move this issue to RTBC++.
