Allow media assets to be downloaded/synced with Drupal

At the end of the first day all the boring “scaffolding” was finished: a new submodule was created, PHP classes were a bit reorganized, and default media type configs were added to the config/install/ directories.

As minimal test coverage started to get added toggling ticket status to “Needs Review” to trigger automated testing pipelines to run.
