Add "has taxonomy terms (with depth)" to views for user entities

When creating a view that returns users, there is no filter option for "has taxonomy terms (with depth)" like there is for other content. This is a request to add that filter option for any entity type.

    The current handler \Drupal\taxonomy\Plugin\views\argument\IndexTidDepth is very strongly tied to the node table and even states:

    * This handler is actually part of the node table and has some restrictions,
    * because it uses a subquery to find nodes with.

    So, fair request, but non-trivial to implement I fear.
