Section Storage context provider

Problem/Motivation

In a custom block plugin, there is a need to determine, whether the block is shown in layout_builder context or in frontend. The render array built in the plugins build() function would then differ.

Proposed resolution

A "Section storage context" which can be used by plugins, determining the current context.
I wonder why there isn't yet such a context, as i'm pretty sure that it could help out with a lot of issues.
