Permission Access all forms while in Read Only Mode is not working for non admin users with some baypass permission

There are role with higher permission level but not admins. They can still view and submit forms because they probably have some baypass permissions.

Hmm i think problem was in our project. Works on clean instance.

Production build 0.69.0 2024
