Deprecate Tour module

Not sure who can update https://www.drupal.org/node/3223395 → but I have reserved a contrib space at https://www.drupal.org/project/tour →

@smustgrave, thanks for creating the MR as well as the contrib project. I recently added a link to the contrib project to the issue summary of the parent issue.

That is a wiki page and anyone can update it. Tour is already listed in the https://www.drupal.org/node/3223395#s-upcoming-deprecations → section. Of course, that will have to change when this issue is committed. It will move to the section of already deprecated extenstions. But I am still considering how to indicated the core version when an extension was removed.

Oh, I have more reading to do. 📌 Remove tour from themes Postponed is now postponed. I will get back to this later today.

so how come this one is postponed?

@smustgrave, I explained the reason in #6. Also, in the meta it is step 4 which is before step 5, which is this issue..

The only remaining thing is AFAICT to update the docs page that the change record points to, because that page should now point to the contrib module's project page.
