Allow to disable ImageStyle handling via configuration

Being able to use this module, and specifically the FileInsertHookHandler with other image processing modules like imageapi_optimize.

Add some kind of checkbox configuration option like "Disable image style optimizations, optimize upload only.".

Add that new configuration option to the module settings form and check the value in the corresponding hook.

New configuration option to allow disabling of image style handling.

Actually, for such use case, it could be more interesting to disable the images_optimizer module and use the Image style on upload → module instead.
