ckeditor 5 changing source code

After migration of sites from D9 to D10 ,ckeditor 5 is not allowing html like this <ul><li>test1</li></ul><ul><li>test2</li></ul> and this is auto formatted as soon as we save the page to

<ul><li>test1</li>
<li>test2</li></ul>

We had lots of pages with this this html in D9 and in D10 design is distorting due to this.
ckeditor4 was used in D9.
