I don't think it is just the Readme. I am using a fresh install of 4.0.0 or 4.0.1 and not only is there no "Rest export" option. The word "Rest Export" appears only in the Readme and the docblock of a test in the entire codebase.
However, after I enable the RESTful Web Services (rest) module, then the option appears. I think the underlying issue is that CSV Serialization module does not list the drupal/rest module as a dependency. I don't seen anything in the documentation about it being a soft dependency.
