Document which libraries to require for 3.x

As a first step, I added the list on the module page.

Should be solved in 📌 Provide a README.md with all relevant installation and usage information Active and with the settings page improvements.

I disagree, we should format the README.md contents to HTML and display it on the module page, eventually with some extra infos.
I'll adjust the module page now.

"hook_help" is already implemented through 📌 [META] 3.2.x release Active .
