Make core committers responsible for appointing new core committers and topic maintainers

I think there is alignment within the committer team that this change is fine. Based on #3367191-60: Speed up decision making: define the project lead as an arbitrator/tie breaker instead of ultimate decision maker → , I believe Dries is open to this too but this needs a sign-off from him.

I think we should have a follow-up about initiative co-ordinators, but the current MR doesn't change that at all except for separating it out to its own line, so given that was the scope in the original issue, also not trying to change it here.

Just a question - in the related issue the consensus is being discussed. Do we need to wait for that issue to land, or do we need to specify what "approved by the core committer team" means, or is it OK how it is?

@poker10 I think it would be better (short of deleting the repo and starting again) if we make incremental improvements to the document as long as they don't make anything worse or more inaccurate than it already is.

For adding core committers we are generally very careful to ensure everyone is unanimously in favour because we all have to work together, and Dries effectively holds a veto on the core committer's decision (which hasn't happened, but it has delayed the process by weeks or months waiting for an e-mail reply on at least one occasion even though we all could assume the answer would be yes).

Everyone participating in this issue has agreed to the change, including the Project Lead. This issue has also been announced in committer Slack for a 14 day decision window. That window has passed and there were no comments there for or against the change.

Therefor, as I understand the process this is ready for commit.
