Display persisted logs in an inbox/notification-center

Problem/Motivation

Following on from ✨ Add persistence Postponed

Add various user interfaces for viewing logs related to the logged in user.

Proposed resolution

There should be a way to dismiss (delete) all logs.

Should be a counter or link available in admin toolbar.

A dedicated page to view all logs.

A modal or some other UI to display logs on any page.
