[Plan] Bidding steps relative to price ranges

This sounds very similar to ask/concept around this is connected to 'fee ranges for auction items'

however, this for bidding can get into some complexities given auction items could range greatly in actual value.

yes: most auction items we talk about may only 'go for a few hundred dollars'. however, we understand that some items Sold thru this tool could be 10's 100's 1millions of dollars per item.
^ how do we provide a ui to those admin/editors that would be defining this steps (per auction item??) into the engine.
