Add PECL Yaml to PHP 8.1 and PHP 8.2

🐛 YamlFileLoaderTest fails if you have PECL yaml installed Needs review is in so e can add PECL yaml to the PHP 8.1 and 8.2 containers. We also should create an issue to add it to 8.3 (if it works and can be compiled)

Yaml for PHP 8.3 should be working with a patch. I will tackle it this week as 8.3.0 will be packaged on 21-22 Nov

@andypost when will PECL yaml be added for 8.1 and 8.2?
