That issue happens when the environment is not property configured to use Google Cloud Vision encoding images into base64.

The library supports "Explicit content detection on a remote image": https://cloud.google.com/vision/docs/detecting-safe-search#explicit_cont... so we should be able to choose to send the absolute url of the image instead of the encoded content.
