A content editor with block configuration (placement) permissions should be able to find a block in the block library and from the edit page have an option to go to the configuration page where the block visibility rules and region placing can be modified.
I cannot believe this has not been filed yet but i couldn't find it anywhere.
Anywhere a content block can be edited, its placement can also configured.
