Using Tippy results in a CSP warning

Problem/Motivation

When using tippy there is a CSP warning in the logs:

Refused to apply inline style because it violates the following Content Security Policy directive

Proposed resolution

Tippy provides a solution for this issue by loading the javascript and stylesheet separately, ensuring that the styles don't have to be injected.
