Write rector for system_time_zones()

Problem / Motivation

This might be a broad or a major task. I am using system_time_zones function in one of my module. Its deprecated since 10.1.0: https://www.drupal.org/node/3023528 → . But by running rector analysis (./vendor/bin/rector process web/modules/contrib/cloud --dry-run) its not showing this deprecation. Any solution/ workaround for this?

The rule simply hasn't been written yet.

Once we have the stable 0.18 release, we will start on more Drupal 10.1 rules.
