Add separate permission for viewing content model documentation

Problem/Motivation

It would be nice if CM Documents viewing could have its own View permission separate from reports.

Currently we have

View content model documentation reports and Document entities
Allows users with this permission to see content model displays and documentation.

Care will have to be taken to make sure that if new perm is not set, to fallback to the report perm... or something like that.
