Problem/Motivation

This was discovered when testing 🐛 Taxonomy term seeding should honor “Disable content drafts” option Needs review .

I searched the core issue queue and didn't see anything relevant. This prevents pushing draft terms into Quant for 🐛 Taxonomy term seeding should honor “Disable content drafts” option Needs review .
