Add a debug mode showing just the form fields of the homebox and portlets

Problem/Motivation

Debugging Homebox issues in the build area is quite complicated without being able to see the (changing) form values.

So it would be super helpful if we could enable a debug mode, eventually by permission or setting which shows the homebox and portlets form fields. Should be achieved by CSS as widely as possible by showing the hidden fields using !important and improving their display.

The other functionalities should be kept, if possible, so that they can be tested.

Not sure how I can help here. I don't think it's possible to expand a Details Element using CSS.
Isn't it easy enough to temporary set the Configuration-Fieldset to expanded in code?

If not, a global setting needs to be added, to control the Details behavior. Maybe don't call it "Debug Mode", simply call it "Expand/Collapse Portlet Detail Configuration Fieldset", as it might be also useful for regular users.
