Update docs with queue_service_quant_seed_worker info

Problem/Motivation

The queue uniqueness issue:

✨ Feat: Add Queue factory for uniqueness. Fixed

added a new setting that has to be manually set in the settings.php file which can significantly improve performance. Site admins may not realize they should set this new setting.

Steps to reproduce

Proposed resolution

Update docs to include this setting for both the main Drupal page and the purger page.
