You'd use hook_form_alter and not the theming layer.
Devs might want to add further buttons to the action bars, so we better provide suggestions like:
container--homebox--actions.html.twig
container--homebox--actions--general.html.twig
container--homebox--actions--portlet-actions.html.twig
