Add an (un)collapse (all) functionality in the Homebox Builder

@thomas.frobieter just assigned you for the CSS tasks, of course I can implement the (un)collapse functionality for all and single portlets.

@anybody can you clarify what is meant by "add-area"? The Sidebar? If so, I don't think removing labels by default there is a good idea. This might could be a setting by Homebox type or globally.

@anybody ah, yes this seems okay to me. Could you move the description to title first? I'll do the CSS changes afterwards.

I think the naming of the twig file might have led to confusion? Perhaps we should rename it to
homebox-add-portlet-portlet.html.twig

No, the renaming doesn't make sense to me, I just thought this was set in PHP.

I've removed the visible description and added it as title attribute now.
