The "Drupal 9 is end of life" post is not visible on my 11.x-dev site. On Drupal 9.5.x-dev, the contrib module https://www.drupal.org/project/announce β is no longer working, because we changed the feed format before it was merged to the Drupal core and the contrib module still expects the old feed format. But after some minor changes to test it, feed was working and the "Drupal 9 is end of life" post was visible here. So I think this is working as expected.
